Individuals holding an Administrator I/II endorsement who are employed in a Maryland school district, state-operated school, or nonpublic special education facility and are assigned to an administrator or supervisory role are required to complete professional development plans (PDPs). While no minimum number of PDPs is specified, they must include the following focus areas:

18 semester hours of graduate coursework to include coursework in the following categories:
a. Curriculum, instruction, and assessment;
b. Supervision, evaluation, and supporting instructional improvement;
c. Legal issues and ethical decision-making;
d. Program/school administration;
e. Culturally responsive leadership and/or equity in leadership; and
f. Supervised a clinical practicum that is a minimum of 240 clock hours;

Student Services Academy offers 6 courses for educators to meet requirements for the Administrator I certification in Maryland.
Upon completion of the following six requirements, students may submit transcript documentation to the Maryland State Department of Education (MSDE) to seek Maryland Administrator I certification.
Pre-approval by your certification County or District HR department is encouraged.
COMAR requires at least 12 credit hours of the total 18 credits required, to be taken at the same institution.
(We require that 4 of the 6 courses be taken through us. The final course will be the Internship in Educational Leadership course.)
All courses are aligned to the Professional Standards for Educational Leaders (PSEL) Standards that were developed by the Council of Chief State School Officers in collaboration with the National Policy Board for Educational Administration.

This course is a practical, user-friendly discussion of school legal issues that will apply to educators. Landmark cases are reviewed to increase the level of understanding. Student and educator rights and responsibilities are analyzed.
